Policy 206: CSUS Board Budget and Finance Operating Policy

Board Policy

The Chancellor and Chief Financial Officer (CFO) for the CSUS shall ensure that the Board’s philosophy and expectations are implemented at each institution within the CSUS. The CSUS office shall operate independently from the institutions in the CSUS.

Procedures

The CFO shall maintain a set of operating procedures that reflect the unique operating issues of the CSUS office. Such procedures shall not be dependent upon institutional operating procedures at any campus. With formal approval of the Board in the annual budget for the CSUS office, the office may use the resources of the institutions where appropriate and necessary. Any financial issue that requires a coordinated and integrated system-wide response, either internally or externally, shall be developed and managed by the Chancellor and the CFO. Such issues may include, but are not limited to, governmental affairs, interaction with the Legislative and Executive Branches of government, community outreach, foundation financial matters, budgeting, fiscal management, bond matters, and issues with other institutions or agencies.
