Board Policy
Pursuant to Article VIII Section 5 of the Colorado Constitution and CRS 23-30-106, the Board has exclusive control and direction of all funds of and appropriations to any entity governed by the Board.
Procedures
- Pursuant to CRS 23-30-108, the Treasurer of the Board has duties to account for all funds received by the Board. Further, as permitted by this statute and Article III of the Bylaws, these duties are delegated to the Chief Financial Officer of the System.
- All expenses of the Board, CSUS, and the institutions it governs shall be paid from funds received or maintained by the Board for the entities it governs. CRS 23-30- 120.
- Warrants, checks, or other financial instruments shall be used to pay the expenses of the Board and the entities it governs. Such instruments shall be signed by the Chair and countersigned by the Treasurer or Chief Financial Officer appointed by the Board, or the Presidents of the institutions, or their delegates CRS 23-30-108.
